I am writing to express my deep concern about the Government’s approach to legacy investigations in Northern Ireland, particularly the provisions within the Troubles-related legislation that continue to place veterans at risk of prosecution decades after their service.
Many of those who served during the Troubles did so under extraordinary pressure, in an environment defined by terrorism, political instability, and constant threat to life. It is profoundly unjust that individuals who acted on behalf of the United Kingdom, often at great personal cost, remain vulnerable to legal action long after those who committed terrorist offences have benefited from political agreements and de facto amnesties.
Veterans’ organisations, legal experts, and former service personnel have repeatedly warned that the current legislative framework does not provide the clarity, fairness, or protection that was promised. Instead, it risks creating a situation where those who upheld the law are treated more harshly than those who sought to undermine it.
This is not simply a legal matter; it is a moral one. The men and women who served during the Troubles deserve certainty, dignity, and the full support of the Government they represented. They should not be left to face politically motivated or retrospective investigations that reopen wounds and undermine public confidence in the state’s commitment to its Armed Forces.
I urge you to reconsider the Government’s position and to take meaningful steps to ensure that veterans are treated with the fairness and respect they deserve. A balanced and principled approach to legacy issues is essential — one that recognises the unique circumstances of the conflict and the sacrifices made by those who served.
I would be grateful if you could set out how your Government intends to address these concerns and what further measures will be taken to protect veterans from unjust or disproportionate legal action.
